Sir David is the Patron of Kew Community Trust and a Kew Resident.
He was knighted in 2003. At the time he was Governor and Commander-in-Chief, Gibraltar, only the second civilian to hold the post. He became Governor in 2000. In a varied earlier career in the public service he was the United Kingdom Deputy Permanent Representative (i.e. Deputy Ambassador) to the European Union in Brussels from 1992 -1995 negotiating on behalf of the UK on much of the internal legislation of the European Union.
